The Office of Emergency Management is the successor of the Office of Civil Defense. The Civil Defense Act of 1950 created offices of “Civil Defense” in cities and counties throughout the United States, and was primarily focused on planning for a Nuclear Attack. In the late 1970s, the focus of planning changed to more of an “all hazards” approach, so the offices began to concentrate more on the day-to-day types of emergencies such as severe weather, hazardous materials, large fires, plane crashes, etc.
The Office of Emergency Management (OEM) today is responsible for coordinating the activities of volunteer, public and private agencies in all phases of emergency management (Preparedness, Response, Recovery, and Mitigation). The OEM also develops plans, training programs, exercises, and coordinates emergency management training for Kaufman County and its allied agencies.
The Office of Emergency Management (OEM) also assists City, State, and Federal officials and their respective constituents with disaster preparedness, response, mitigation, and recovery programs. The Office also serves as a repository of information concerning hazard identification and mitigation procedures as well as a contact point for incoming information regarding potential threats to the local community or region. OEM also provides the public and media organizations with accurate and timely information regarding emergency management programs and issues in the County.
Kaufman County Ebola Statement
With regard to the current situation in Dallas County and our close proximity to them puts us in a unique situation. With the news media coverage there may be a perceived threat to our county. However there is no threat in Kaufman County at present. The Kaufman County Office of Emergency Management has plans in place for this type of incident and has had for some time. They are diligently monitoring the situation and staying in touch with the Texas Department of State Health Services (DSHS), Texas Division of Emergency Management (TDEM), and CDC to keep our Public Safety agencies, elected officials, and the public apprised of the situation in Kaufman County.
